                            Preamble

  The RESTRICTIVE REVIEW-ONLY LICENSE is a license for software, experimental
results, and other kinds of works. The aim of this license is to give reviewers
the opportunity to check claims in a paper, inspect and reproduce the way they
were established. It is intended to prevent distribution and continued use.

                       TERMS AND CONDITIONS

  0. Definitions.

  "The Program" refers to any copyrightable work licensed under this
License.

  "The Author" refers to all authors of the program.
  
  "The Review Process" refers to a process of reviewing some work, in which
claims are made about the program. This process has a clearly defined end-date.
If the end-date of the review process is not known, this license is void.
  
  "You" or refers to each licensee. You have been given access to the program
in order to verify claims in the review process. If this is not the case, then
you have not been granted this license.

  1. Basic permissions
  
  You are allowed to use the Program for the purpose of the review process, for
the duration of the review process. This includes compiling, executing, making
changes to or copies of all or part of the program, and of any work obtained by
doing so. After the duration of the review process you are to remove any work
obtained in this way in so far that it is not required as evidence of or in the
review process.

  2. Additional restrictions

  You are not allowed to propagate the program, or in any way enable other
parties to make or receive copies. This includes any files produced through
use or modification of the Program, with the exception of minimal excerpts that
are required in the review process.
  
  The author is not liable for damages resulting from interaction with the
program. The nature of a review process is to establish whether certain claims
hold, and the author cannot be held responsible for these claims. The program
can be inspected before it is executed. You are expected to do so, and obtain a
good understanding of the nature of the program. You are responsible for safely
executing the program.

  Should there be any unclarity arising out of or in connection with this
license, you are to contact the author immediately. If you need to preserve

to act on your behalf. Disputes arising out of or in connection with this
license shall be submitted to the jurisdiction of the Court governing the
place where this license was originally hosted. In particular, if you downloaded
the program together with this license from a website hosted by a party falling
under a certain jurisdiction, that same jurisdiction shall be used to submit
disputes arising out of or in connection with this license.
